Government Reform - Bangladesh
This project was based on the recognition that the provision of government service in Bangladesh was inadequate. It therefore moved to provide more efficient civil service, privatization of state-owned enterprise, legal and parliamentary reforms, and finally a more responsive, accountable and efficient government.
Communication Strategies
The government and civil society were consulted to obtain objective overview of the problems and needs of the government. A report "Government that Works" to stakeholders, 5,000 copies translated to Bangla. A high profile media launch, and a national seminar with the Prime Minister, 5 other Ministers and the Finance Minister.

Key Points
Broad national debate about the issue resulted, along with the consensus from civil society that there was a need for reform. This "Bangladeshi" solution resulted in major reforms being implemented without a bank loan.
